Q & A for Sign Permit Applications:

1.  How do I apply?

First, now what district you in. 

Second, Review the Ordinance and Regulations and either download your permit form or pick one up at Epping Town Hall during normal business hours.  Create a package of specifications, site locations, and measurements that are in compliance with the ordinance, if the sign is for a residential / home occupancy use, or the Site Plan Regulations if it is in a Commercial District.

2.  Where are the requirements?

The requirements for signs are found in Article 19 and Table of the Town of Epping Zoning Ordinance and Section 29 of the Site Plan Review Regulations.  All electrical components and other installation aspects must comply with the Town of Epping Building Code requirements.

3.  How long will it take?

The decision on a residential permit will be issued within 30 days.  If an application is deemed to be incomplete a request, the application will be suspended pending a completed application.  An incomplete application will be denied after 60 days.

A commercial sign application must be filed with the Planning Board 15 days in advance of the meeting upon which it is to be reviewed.  The Board meets the 1st and 3rd Thursdays of the month.  If an application is complete and in compliance the decision should be issued the first night of the hearing.  Waivers, incomplete applications, and those that are not in compliance with the regulations will either be denied or continued.

4.  What if I am Denied?

As with any zoning based decision, you have rights to appeal.  You must consult the Zoning Ordinance and ZBA rules of procedure for specific requirements on filing an appeal.  Timeliness is critical.  Although the Town of Epping always recommends seeking Legal Counsel in such matters, you may apply without representation.  The best document available that describes the ZBA and its responsibilities is available on the web from the NH State Office of Energy and Planning at this link.

For a Planning Board decision, appeals are made to the Superior Court.  These processes are extremely formal and require prompt attention within a  very narrow window.  The Board advises that parties seeking appeal consult with an attorney immediately to secure the rights to appeal.

5.  What else should I know?

Temporary Signs require permits. 

Enforcement is usually complaint driven.
