Cost Concerns:

Full page of cost related issues can be found in two major reports and one major web-portal:

California report.  This report results from over 80 state agencies who manage one of the largest collection of buildings in the US.  The report concludes that savings can result from no increased up-front costs and that exceptional measures that do increase costs the savings is 10 times the investment - spend a dollar for 10 dollars of savings.

GSA Report.  This 579 page report results from an extensive research project into several construction standards used in federal projects.  The GSA manages over 8,300 buildings - one of the largest collections in the whole world.  The report concludes that most measures - all of which would be in compliance with Article 22, would actually reduce costs by 0.66%.  Exceptional measures would add costs but result in significant savings.

Schools Report.  This summary of a larger report on school construction shows that a 1% increase in costs results in 35% reduction in energy costs for building operations and increases numerous other benefits for schools (35 schools were used for the study conclusions.
